The invention discloses a method for modifying the surface of a polymer by CO2 plasma discharge under atmospheric pressure, wherein the method comprises the following steps: generating plasma in CO2 gas flow by using a plasma generator based on atmospheric pressure discharge, and modifying the surface of the polymer (fluorinated silicone rubber or silicone rubber) to obtain the polymer with a low-friction-coefficient surface. The friction coefficient of the surface of the polymer is reduced to about 0.35. The surface of the polymer is bombarded on the basis of the generated CO2 high-energy particles, and the fracture and synthesis reaction of surface bonds are completed only by several atomic layers, so that the polymer has good cohesiveness while the performance of the polymer is maintained.
