The composite paper based material comprises 30-50 percent of metallic oxide powder, 15-35 percent of adsorbent powder, 0-10 percent of inorganic fiber, 10-30 percent of paper pulp, 5-15 percent of inorganic bond and 0.5-5 percent of binary retention aid. The preparation method comprises the steps of: preparing the metallic oxide powder, the absorbent powder, the inorganic fiber, the paper pulp and the inorganic bond into a suspension with concentration of 2-30 percent; adding the binary retention aid and diluting until the concentration is 0.5 percent; forming a wet paper board on a paper forming device; and obtaining the composite paper based material through squeezing and drying. The composite paper based material is placed on a liquid level of low-concentration organic wastewater with an ultraviolet liquid source so as to realize continuous liquid catalytic degradation. By using the paper based material, the problems of high cost, difficult separation of the light catalyst powder from the wastewater, and the like when the composite catalytic material is prepared by using zeolite and the like as carriers are solved, and the absorption and concentration function is obtained for the organic matters in the low-concentration wastewater.
