The method comprises the following steps: 1) after starting a smelting furnace, lowering an oxygen lance into the converter and blowing through oxygen, wherein a whole lance height has a high-low-low trend; within 3 to 4min in a blowing process, lowering the lance height to a normal smelting lance height of 1550 to 1650mm from 1800 to 1900mm; meanwhile, improving oxygen pressure to 0.85 to 0.88MPa; (2) when blowing for 4 minutes and 10 seconds to 4 minutes and 30 seconds, starting to carry out operation changes including lance lifting, charging and decompression; 3) after step 2) is finished, improving bottom blowing flow;4) after all operations are finished, gradually lowering the lance height, improving the oxygen pressure and receiving the bottom blowing flow; adjusting to levels before the operation changes of step2); then starting to carry out smelting. According to the method provided by the invention, the stability of reaction in a smelting tank at the initial smelting period of the converter is ensured, and the problems that the splashing is generated when metallurgical power in the smelting tank is excessive or the temperature is raised relatively rapidly at an initial blowing period, especially iron-carrying smoking splashing is caused are avoided.

The invention provides a working roll provided with three functions of convexity control, edge-dropping control and abrasion control and a use method. The working roll has three roll shapes of convexity control segment, edge-dropping and abrasion control segment and structural and technological segment that are identified by three formulas. If the working roll of the invention and a cooperative use method are adopted, the size of band steel edge-dropping area and the amount of edge dropping will be greatly decreased, which are favorable for the decreasing of whole convexity, which is also known as lateral thickness difference. The invention evidently improves the rate of low-convexity band steel. Industrial tests show that the rate of band steel outlet convexity, C 40 of which is less than52 Mu m, increases form 13.7 per cent to 81.25 per cent after rolling. In addition, the invention effectively controls the quantity of over-standard coil. The rate of band steel with convexity more than 60 Mu m drops to 6.60 percent from 65.6 per cent. When the working roll provided by the invention is not only for stable industrial application, but for continuous and overall application, the rate of on-oriented steel with the size of 2.3mm multiplied by 1050mm will increase from 42.05 per cent to 93.15 percent, which is beneficial to popularizing.

Power steering device

A power steering device is provided which is capable of preventing a wrong operation from occurring in a steering control state even when an initial torque of torque detection was not detected normally due to a human error. Upon receipt of a trigger signal, a CPU reads an initial setting program from a program storage area of a ROM and executes the initial setting program in the following order of steps. That is, the CPU detects by torque detection an initial torque which is generated primarily by the cause of the difference between origin positions of a pair of resolvers 12, 12 which together with a torsion bar constitutes the torque detection. Then, the CPU operates an assist motor to rotate a steering handle from a neutral position a predetermined rotational angle in one direction about the handle axis to stop the steering handle at a first judgment position and detects a first judgment torque value by the torque detection with the steering handle being stopped at the first judgment position. Then, the CPU rotates the steering handle from the neutral position the same angular position in the other direction to stop the steering handle at a second judgment position and detects a second judgment torque value by the torque detection with the steering handle being stopped at the second judgment position. Further, the CPU judges whether the initial torque has been detected normally or not, based on the first and second judgment torque values.
