The effective components of the combined rice seed treating agent of the other kind comprise tebuconazole, fludioxonil and cartap, wherein the mass ratio of the tebuconazole to the fludioxonil to the cartap is (1-30): (1-30): (1-30) and is preferably (1-2): (1-2): (1-5). To calculate by mass percentage, the total content of the effective components, i.e. the tebuconazole, the fluazinam or the fludioxonil and the cartap in a preparation is 1-90 percent. By adding conventional additives into the effective components of the two kinds of combined rice seed treating agents, agricultural commonly-used preparations can be processed. The combined rice seed treating agents provided by the invention can effectively prevent and control rice seed-borne diseases such as Fusarium moniliforme Sheld and Aphelenchoides besseyi, and soil-borne diseases such as rice blight and pythium rot by adopting a seed coating method, a seed immersing method, a seed dressing method and a seed bud treatment method.
