The method includes: appointing time and frequency resources on a first frequency band used by a first wireless access point downlink channel positioned at a first site or on a third frequency band in a downlink channel networking frequency band of a system to which a first wireless access point belongs, and using the appointed time and frequency resources as a cell information transmitting window of a second wireless access point which is positioned at a second site and allocates a downlink service channel and/or control channel on a second frequency band; and based on time of a first wireless frame sent by the first wireless access point, allowing a second cell to use time frequency resources contained in the cell information transmitting window to transmit cell information, on the second frequency band, of the second wireless access point.
