The invention includes two steps. In preparing step, the dispatching cycle is fixed. One time of dispatch is carried out for minimal unit of one dispatching resource of sub band composed of the several adjacent sub carrier waves of multiple service queues within a time slot. The method of closed loop feedback is utilized in the system. Based on average S / N ratio of each sub band, the mobile station feeds back the word of data rate control (DRC) obtained by looking up the table. In dispatching step, the method dispatches services considering channel conditions and the requirement of service time delay comprehensively according to the service priority from high to low in turn. In determining the interval of dispatching target value, the limitation of maximum number of sub band is consideredby using priorities, and the dispatch is carried out based on sub bands with largest DRC. The invention features the good efficiency, delay performance and fairness.
