An A/D converter includes a resistor ladder for generating a plurality of reference potentials, a comparing section for comparing each of the reference potentials against an input analog signal to output a thermometric code, and a dynamic encoder composed of a combinational circuit to encode the thermometric code to a binary code by responding a clock signal. One or more long term references are selected from the input video sequence, at least one of the long term references is a long term look-behind reference frame. Hence, the invention is a contribution to the field of designing computer implemented systems that test how different trading algorithms work when fed historic data (‘backtesting’). It teaches an efficient and effective data representation that comprises two elements. First, an object-based representation of each trading strategy; each object is instantiated as a ‘strategy instance’. A method for making structural automotive components and the like provides a strip of high strength steel having a selected thickness. A predetermined thickness of a metal coating, such as nickel, is applied to the opposite faces of the steel strip. The coated steel strip is cut to form a blank. The blank is heated in a generally open atmosphere to a temperature in the range of 800° C. to 1000° C. within less than ten minutes, thereby diffusing at least a portion of the metal coating a predetermined distance into the faces of the steel strip portion of the blank to alleviate scale formation, and simultaneously raise the temperature of the blank for hot forming the same. The present invention provides a physical water treatment (PWT) method and apparatus to treat liquid coolants. Electrodes (22, 24) are provided in a coolant stream (21), and an alternating voltage is applied across the electrodes (22, 24) to produce an electric field through the coolant. The alternating voltage creates an oscillating electric field in the coolant that promotes the collision of dissolved mineral ions. The ions collide to form seed particles that precipitate out of solution. Bulk precipitation of seed particles decreases the availability of ions in solution which can crystallize on heat transfer surfaces. The seed particles adhere to additional ions that separate out of solution and form larger particles that may be removed from the coolant stream (21) using a variety of treatment measures. In addition to precipitating mineral ions, the electric field may be applied to destroy bacteria, algae and microorganisms that accumulate in the coolant stream (21).

In certain embodiments, the composition includes water and water soluble magnesium compound, but lacks other materials commonly used in cleaning compositions. An image scaling system for converting a sampling rate of an input video signal comprising input pixel data to produce a magnified or reduced output video image comprising output pixel data includes a first one-dimensional image scaler comprising a single-stage finite-duration impulse response (FIR) filter structure with poly-phase filter responses that receives and scales the input pixel data by a scaling factor in either a horizontal or vertical direction to produce output pixel data and a second one-dimensional image scaler comprising a single-stage FIR filter structure that is coupled in tandem to the first one-dimensional image scaler and scales by the scaling factor the output pixel data from the first one-dimensional image scaler in a direction perpendicular to that of the first one-dimensional image scaler to produce the magnified or reduced output video image. Each of the first and second one-dimensional image scalers includes a reconfigurable interpolation unit that allows each single-stage FIR filter structure to switch back and forth between operating in a direct-form FIR filter mode and a transposed-form FIR filter mode while using a fixed set of system resources such that a wide range of image magnification and reduction scaling factors can be achieved using the fixed set of system resources.
