The method comprises the following steps: washing residues after recovering metals from waste and old lithium batteries by water until the pH value is reduced to about 9-10, wherein pH of residues is increased so as to promote the passivation of heavy metals and reduce dissolving-out of heavy metals; after water washing, performing press filtering and dehydration; drying the dehydrated mud cake of residues by a waste heat recover technology of novel dry process cement clinker production line until the water content is less than 30%; measuring the main components of dried residues, according to a certain ration, mixing residues with raw materials, homogenizing the mixture, introducing the mixture into a novel dry process cement rotary kiln from a pre-decomposition kiln, and burning the mixture to produce cement clinker. Through the cooperation of a dry process kiln, the metals in residues are immobilized, moreover, trace metal elements in residues can play the role of a mineralizing agent during the sintering process of cement clinker, and the sintering is promoted. The method can harmlessly processes residues after recovering metals from waste and old lithium batteries and provides a novel way for completely utilizing battery wastes.
