The invention relates to a preparation device and a preparation method of a soil conditioner. The adopted raw material is a dissolved substance waste liquid generated in a process of producing wood fibers by using a wood fiber defibering agent. The device comprises a wood sheet defibering device, an extrusion concentration device, a water collection sedimentation tank, a sludge sedimentation tank, a pre-dehydration device, a filter pressing dehydration device, a drying device and a filtrate tank. The preparation method comprises a wood fiber defibering and concentrating stage, a sludge-water separating stage and a sludge dewatering and drying stage. According to the invention, the soil conditioner prepared by the preparation device of the soil conditioner can improve the air permeability of soil, increase the growth of plants and enhance the lodging resistance of the plants; potassium sulfate and potassium chloride in the soil conditioner can activate hardened soil and improve the quality of crop products; and the fiber length, strength and fineness of fiber crops and cotton can be increased, the sugar-acid ratio of the fruits is adjusted, the content of vitamin C is increased, the shape, size, color and flavor of the fruits and vegetables are improved, and the storability of the fruits and vegetables is enhanced.
