The invention relates to a heterogeneous network multi-base-station energy-saving management method. The method includes the steps of S1, executing the step S2 when a network is in a normal working state and executing the step S4 when the network is in an energy-saving working state; S2, obtaining service parameters of a micro base station, entering the sleeping state if meeting sleeping conditions, and switching users to other adjacent base stations capable of containing the residual service volume; S3, obtaining service parameters of a macro base station, entering the sleeping state if meeting sleeping conditions, conducting coordinative compensation through other adjacent base stations capable of containing the residual service volume, and executing the step S6; S4, obtaining service parameters of each base station, executing the step S5 if meeting annular conditions, and executing the step S6 otherwise; S5, starting the base stations, in the sleeping state, of the network; S6, optimizing and adjusting transmission power of other base stations which conduct coordinative compensation on the target macro base station. By means of the method, the flexible coverage of network communication service can be ensured, the user signal quality can be maintained, the network multi-coverage can be reduced, and the network recovery complexity can be lowered.
