The invention relates to a tube push bench receiving device and method under the high-water-pressure condition. The device comprises an orifice tube, a flange tube, a steel sleeve receiving cabin, a vent valve, a pressure stabilizing tube, a pressure stabilizing cabin, a pressure gauge, a drain valve and an overflowing valve, wherein the orifice tube, the flange tube, the steel sleeve receiving cabin and the pressure stabilizing cabin are sequentially connected, the vent valve is installed on the steel sleeve receiving cabin, and the pressure stabilizing tube, the pressure gauge, the drain valve and the overflowing valve are installed on a pressure stabilizing cabin body. Y-shaped sealing rubber rings are installed at the two ends of the flange tube, have a good sealing effect and are used for eliminating the water and thick liquid leaking problems caused by stratum high-water-pressure conditions when a tube push bench is received. The method is based on the slurry balance principle, the slurry pressure in the steel sleeve receiving cabin and the stratum water and soil pressure are kept balanced by adjusting the pressure of gas in the pressure stabilizing cabin, and the tube push bench is safely and reliably received. By means of the application of the device and the method, the reinforcing and rainfall construction of a soil body at the receiving end can be removed, the device is recycled, and the construction cost is reduced.
