The preparation method comprises the following steps that: S1, a tin source and a bismuth source are dissolved in a first solvent to obtain a first solution, and a cesium source is dissolved in a second solvent to obtain a second solution, wherein the tin source is a stannous compound, the cesium source, the tin source and the bismuth source are chlorine sources, and/or the first solvent and the second solvent are chlorine sources; and S2, the first solution and the second solution are mixed, stirring and heating reaction is performed, and then solid-liquid separation, washing and drying are performed. The preparation raw materials are low in cost, safe and non-toxic, the synthesis operation is simple, crystals can be obtained through a heating reaction, the equipment requirement is low, the reaction condition requirement is loose, the product crystallinity is good, particles are uniform, the fluorescence yield is high, and the obtained product inorganic perovskite material does not contain organic groups, is high in light stability and heat stability, has potential application value in preparation of high-fluorescence-yield blue light fluorescent powder, and can be further applied to preparation of LED devices.
