The method includes the steps of: power balance indexes and calculation,wherein monthly profit/loss control time periods and peak regulation control time periods are obtained by monthly running simulation data, then the profit/loss and peak regulation control time periodsare utilized to calculate the 11 types of monthly power balance indexes, the 11 types of monthly power balance indexes include system requirement capacity, system machine installation, nuclear powerutilization, energy storage utilization, hydropower utilization, thermal power utilization, peak regulation utilization, wind/light utilization, peak regulation insufficiency and other power indicators; and electric-quantity balance indexes and calculation, wherein fully-yearly and monthly total load demand, generated electric-quantity of various units, wind/light consumption quantity and utilization hour numbers of the various units are respectively calculated by results of running simulation of 8760 points, electric-quantity balance situations of a planning scheme are evaluated according tothe obtained indexes, and the electric-quantity balance indexes include system requirement electric-quantity, nuclear power generation, energy storage balance, hydropower availability, peak regulationgeneration, thermal power generation, wind/light availability and utilization hours.
