Etchant and method for manufacturing a circuit substrate

The present invention is an etchant that selectively etches the copper layer of a workpiece containing a precious metal layer of a metal more expensive than copper and a copper layer. The etchant comprises: copper ions, one or more nitrogen-containing compounds selected from the group consisting of heterocyclic compounds having two or more nitrogen atoms in the ring and compounds containing amino groups having eight or fewer carbon atoms, polyalkylene glycol, and halide ions; the aforementioned etchant contains 0.0005% to 7% by weight of polyalkylene glycol and contains 1 ppm to 250 ppm of halide ions.
