A dynamic digital twin is constructed through a high-fidelity fluid mechanics model, a regulation and control strategy is optimized in a virtual environment in combination with deep reinforcement learning, and centerless collaboration of distributed execution units is realized by using a bionic swarm intelligence mechanism; and when the actual state and the predicted deviation exceed the limit, the emergency response unit triggers correction or safety plans in a grading manner. According to the technical scheme, the regulation and control precision, the response speed and the operation robustness of the system in a complex nonlinear environment are improved.
