The invention relates to an MOMBI-based smart city application-oriented multi-target computing migration method, which is based on an R2 index MOMBI algorithm, combines time delay and energy consumption of mobile equipment and computing resource and cluster load balance of an edge server, continuously updates the position of a population reference point through iteration, uses the R2 index to layer individuals in a population, reserves elite individuals in the population through a tournament selection method, and finally acquires a migration strategy after multi-objective optimization. According to current energy consumption, time delay and resource utilization rate and load balance variance of an edge server, a new round of calculation update is carried out after each migration strategy is determined, an optimal migration strategy is selected by using SAW and MCDM, and optimization is carried out for four targets in an edge-enabled smart city. By means of the method, computing migration is conducted on the application generated by the mobile device in the smart city, high-quality services are provided for users, the resource utilization rate of the server can be increased, and meanwhile load balance of the server cluster is guaranteed.
