According to the method provided by the invention, the peak-to-average ratio of the sending signal is greatly lowered under the condition of keeping the frequency spectrum efficiency, the dynamic and flexible frequency spectrum resource allocation is realized; and meanwhile, by adopting a multi-user united frequency domain balance-based iteration receiving signal processing method, the transmission reliability is ensured at lower complexity.
