The invention provides a real-time scheduling method applicable to an open environment. In the method, a second-level scheduling structure is used, and variable utilization server technology, total bandwidth server technology and EDF, RM and shared drive scheduling algorithm are integrated. By the aid of the variable utilization server technology, an excellent isolation function can be provided with task overflow and in a work cell, system performances can be improved, the utilization rate of a CPU (central processing unit) is increased, and instantaneity of a system is improved. In addition, shared resources of the work cell are supported, the requirement of the distributed real-time system is met, and practical values are improved. In the method, a variable utilization server is used for executing a hard real-time task, a TBS (total bandwidth server) is used for executing a soft real-time task, time limit of the hard real-time task can be ensured, and the soft real-time task can achieve rapider responsiveness.
