The invention provides a method and a device for transmitting a time division-synchronous code division multiple access (TD-SCDMA) long term evolution (TD-LTE) TTI bundling. The transmitting device comprises a first determining device and a first binding transmitting device. The first determining device is used for enabling time migration quantity of a current time point by adding a novel to-be-transmitted data packet to be used as a start transmitting time point of the data packet, wherein the time migration quantity is determined according to pre-determined hybrid automatic repeat request (HARQ) maximum retransmission times. The first binding transmitting device is used for transmitting the TTI bundling according to the start transmitting time point of the data packet and the HARQ maximum retransmission times. The method and the device for transmitting the TD-LTE TTI bundling have the advantages that a small HARQ maximum retransmission time is selected, the existing time of each HARQ retransmission process is shortened, the time delay of the transmitting data packets is reduced, the quality of service (QoS) of each transmitting data packet is guaranteed, and furthermore, channel resources can be fully utilized.
