The invention utilizes photocurable nanocomposite materials and solution doping to prepare functionalized glass core rods with low refractive index and rare-earth ion doping. A layer of high-refractive-index germanium-doped quartz glass is deposited on the surface of this core rod using an improved in-rod vapor deposition technique, forming a composite dielectric rod. Multiple such composite dielectric rods are then inserted into holes pre-drilled in a standard quartz sleeve to assemble the final functionalized sleeve. This method, by introducing an array of dielectric rods with a specific refractive index distribution, forms a periodic modulation structure in the optical fiber, effectively coupling and dissipating high-loss high-order modes while maintaining low-loss transmission of the fundamental mode.
