The invention relates to a thermal imaging based device for supervising and managing operators on duty in a standardized mode. The device comprises an optical system, a thermal sensor, a signal amplifier, a video processing and analyzing module, a camera shooting module, a memory, an identity identification module, a power supply management module, a voice module, a loudspeaker, a storage battery, a single chip machine, a wireless module and a telephone module. The operators on duty are firstly required to perform identity identification (sign-in) before working. After the identity identification, the operators on duty are in a monitor state, and a thermal imaging camera real-timely detects and analyzes whether a human body exists. When the human body can not be detected in a detection zone for a certain time, the optical system sends a voice prompt to require for the identity identification and starts to record a video. If the identity identification passes in the prompting time, the video recording stops, and a message that the operators are on duty is sent out; and if the identity identification fails to pass, the video recording stops, and a message that the operators are not on duty is sent out.
