The preparation method comprises the following steps: (1) weighing hydrogenated soybean oil, and heating to 75 to 85 DEG C, thus obtaining a liquid-state oil phase I; (2) weighing arbutin, ascorbyl glucoside and nicotinamide in proportion, and mixing the three substances, thus obtaining a composite whitening active substance; (3) adding the composite whitening active substance into the liquid-state oil phase I in proportion, and uniformly mixing, thus obtaining a liquid-state oil phase II; (4) weighing algal polysaccharide enzymatic hydrolysate, phospholipid and distilled water in proportion, heating to 75 to 85 DEG C, and uniformly mixing, thus obtaining a liquid-state water phase; (5) weighing the liquid-state oil phase II, the liquid-state water phase and tea polyphenol in proportion, and uniformly mixing and stirring, thus obtaining a mixed solution; carrying out high-pressure homogenization on the mixed solution, thus obtaining nano-emulsion; cooling the obtained nano-emulsion to room temperature, and adding an appropriate amount of a preservative, thus obtaining the emulsion having the whitening and moisturizing effects. The emulsion prepared by the invention has the whitening and moisturizing effects and has good stability.
