The invention discloses a load changing tool which comprises at least two loads, a carrier and an extraction device. The carrier is used for bearing loads, and for any load, at least part of the structure of the carrier is made of metal; electromagnets are arranged on the loads, when the electromagnets are powered on, the two adjacent loads can be attracted and connected together, and after the electromagnets are powered off, the two adjacent loads can be separated; when the load of the carrier is changed, redundant loads are adsorbed together, then the redundant loads are taken away through the extracting device, adjustment of the load on the carrier can be completed, the structure is simple, and operation is convenient. The invention further discloses a shock absorber testing device which comprises the load changing tool and the shock absorber. The shock absorber is arranged on the carrier and is used for bearing a load; or, the carrier is arranged on the shock absorber, and the shock absorber is used for bearing the carrier and the load; the load of the shock absorber can be easily adjusted by using the load changing tool, so that the performance of the shock absorber under different load conditions can be conveniently tested.
