The invention discloses a novel electro-adsorption liquid treatment device which comprises a cylindrical barrel, a conductive carbon rod, an anion-exchange membrane, a spacer, a cation-exchange membrane and flow-carbon electrolyte slurry. The conductive carbon rod, the anion-exchange membrane, the spacer, the cation-exchange membrane and the flow-carbon electrolyte slurry are all installed inside the cylindrical barrel. The novel electro-adsorption liquid treatment device has the advantages of simpleness and easiness in operation, meanwhile, requirements are not limited in large specific surface area, more gaps and the like on electrodes, electrode production is simple and convenient, regeneration capacity is high, and time and efficiency in electrode production can be increased. By combination of advantages of flow-electrode adsorption with membrane-electrode adsorption, the anion-exchange membrane and the cation-exchange membrane is introduced for isolation, so that adsorption efficiency and desalting efficiency are effectively improved; due to overall cylindrical design, simplicity is achieved, contact area is large, good mechanical effect is achieved, and use time of the device is prolonged.
