The device includes a motor, a cantilever, a rotation speed determination apparatus, a rotation speed display and a high-speed camera, and connecting pieces are disposed at two ends of the cantilever respectively. The method and device provided by the invention ensure the integrity of dynamic icing during test, not only satisfies the simulation degree requirement for real icing, but also meets the requirements for strength protection of icing test pieces. At the same time, the measurement device provided by the invention has the characteristics of ingenious design, reasonable design, simple structure and easy maintenance. Practical tests show that the method and device provided by the invention can meet the dynamic ice formation adhesion determination requirement, the determination result is accurate, and the repeatability is good.
