The invention relates to a method for measuring the flushing performance of a base layer by a lateral distribution rutmeter. The method comprises the following steps: 1, mixing cement stabilized broken stones; 2, molding a double-layer rut plate: calculating the filling amount according to the volume of a rut plate test mold and the maximum dry density of the cement stabilized broken stones, and molding the double-layer rut plate; 3, curing the produced double-layer rut plate test piece under standard conditions for 28 days; 4, drying the cured test piece until the weight is constant, and weighing the test piece to obtain mass m1; 5, turning on the lateral distribution rutmeter for 60 min; 6, taking out the tested double-layer rut plate, drying the tested double-layer rut plate until the weight is constant, weighing the dried double-layer rut plate to obtain mass m2, carrying out demolding, and weighing the test mold to obtain a weight m3; and 7, obtaining the flushing rate according to the following formulas: the flushing quantity = m1 - m2, and the flushing rate = (m1 - m2) / (m1 - m3). The lateral distribution rutmeter in the method is obtained through improving a common rutmeter,and the method is simple and is easy to operate. The method has significant social and economic benefits.
