The invention provides a novel binding agent. The novel binding agent is prepared from the following raw materials: 20 weight percent to 70 weight percent of dust-removal ash of a titanium slag electric furnace, 20 weight percent to 70 weight percent of a plant adhesive and 1 weight percent to 10 weight percent of polyacrylamide. The invention further provides an agglomeration method of powder resources; the agglomeration method comprises the following steps: a) carrying out dry mixing on the powder resources and a binding agent; then adding water to carry out wet drying, so as to obtain a mixture, wherein the binding agent is the novel binding agent provided by the technical scheme or the novel binding agent prepared by a preparation method provided by the invention; b) granulating and molding the mixture obtained by step a) to obtain a molded agglomerated block. Compared with the prior art, the novel binding agent provided by the invention takes the dust-removal ash of the titanium slag electric furnace as a main raw material and the main raw material is matched with other components with specific content; the novel binding agent has relatively high resource utilization rate andrelatively low cost; meanwhile, the novel binding agent is applicable to granulation and molding of the powder resources and has relatively high molding rate and strength, so that the powder resourcesare sufficiently utilized.
