The invention further provides an agglomeration method of powder resources; the agglomeration method comprises the following steps: a) carrying out dry mixing on the powder resources and a binding agent; then adding water to carry out wet drying, so as to obtain a mixture, wherein the binding agent is the novel binding agent provided by the technical scheme or the novel binding agent prepared by a preparation method provided by the invention; b) granulating and molding the mixture obtained by step a) to obtain a molded agglomerated block.
