control variable for controlling the safety reducing process is revealed, and the disordering of the particle swarms can be effectively controlled; macroscopic and mesoscopic structure parameters are collaboratively designed by virtue of a low-entropy high-speed milling cutter safety designing method; the safety and stability of the low-entropy milling cutter are verified. The
