The invention provides a monitoring-based resource exclusion method in V2X communication. The method comprises the following steps: a, deleting a part of candidate single-subframe resources accordingto a RSRP measurement result; b, for each remaining candidate single-subframe resource Rx, y, performing linear average on RSSI measured on sub-channels x+k (k=0,...,LsubCH-1) in subframes that can beexpressed as (the formula is described in the specification) (j is a non-negative integer) in a monitoring window to obtain Ex, y, adjusting the Ex, y according to the PSSCH resource reservation intervals, resource locations and RSRP measurement results of other UE and own resource reservation interval to obtain Ex, y; and c, sorting the remaining candidate single-subframe resources in an ascending order of Ex, y, and reserving a preset proportion of Mtotal resources at the front of the queue. By adoption of the monitoring-based resource exclusion method provided by the invention, the priorities of the candidate resources can be sorted more reasonably according to the obtained resource occupation conditions when the resources are excluded.
