The invention provides an ice-storage-type heat-source tower heat pump system device which comprises a heat-source tower, a heat pump unit, an ice crystal blocking device, a crystallization promotingdevice, an ice storage pool, a solution pool, an ice crystal filter, a preheater, an ice melting pump, a circulating pump, an ice melting heat exchanger, a hot water inlet valve, a cooling water inletvalve, a solution water inlet valve, an ice storage pool liquid inlet valve, a cold water outlet valve, a cold water inlet valve, a cold water bypass valve, an ice-making water inlet valve, an ice melting valve, a circulating pump adjusting valve, a cooling water outlet valve, a hot water outlet valve, a heat-source tower circular pump, a solution pool liquid inlet valve and an anti-freezing solution water inlet valve. The invention further provides four using methods of an ice-storage-type heat-source tower heat pump system, wherein the four using methods include a general refrigeration mode, an ice cold-storage mode (joint operation of ice making and ice melting), an ice cold-storage mode (an ice single melting mode) and a winter heating mode. An anti-freezing solution is regenerated ina frozen mode through a super-cooling method, and the system is rich in function and simple in type.
