The invention also provides a method of manufacturing PCM aggregates that are substantially fire retardant by mixing the PCM particles with magnesium hydroxide or aluminum hydroxide. Water may be added to assure uniform distribution of particles with the hydroxide particles. Alternatively, the hydroxides may be obtained in situ by mixing magnesium oxide or aluminum oxide with water prior to mixing with the PCM particles.
