The invention provides a fluorescent material, which comprises components in an atomic ratio shown in a general formula (I): M9(1-x-y)Ln(PO4)7:Eux, Mny (I), wherein M is one or more of Mg, Ca, Sr and Ba; Ln is one or more of La, Lu, Gd, Dy, Tb, Y, Ce, Pr, Nd, Sm, Ho, Er, Tm and Yb; and x+y is more than or equal to 0.001 and less than or equal to 0.1. The fluorescent material has stable performance, and can emit high-intensity blue and green light and red light when excited by light with the wavelength between 250 and 430nm so as to obtain white light. The fluorescent material is not needed to be mixed with other fluorescent materials, and the white light can be obtained; and the problems of control of mixture ratio, color re-absorption and the like do not exist, so the obtained white light is stable; therefore, the difficulty in preparing white LEDs is reduced, and the service life of the white LEDs is prolonged.
