The electronic lock core, the electronic key, the cipher manager and the key manager are matched mutually so as to realize the purposes that multiple lock core ciphers can be stored in one key, the ciphers of lock cores and related keys can be replaced in pairs at any time, lock core ciphers can be copied into appointed keys, the ciphers of appointed lock cores can be deleted from the keys, two-level user management modes of management ciphers (capable of unlocking and being operated) and common ciphers (only capable of unlocking) are provided, and the technical decryption can be prevented. The electronic lock core, the electronic key, the cipher manager and the key manager can be separately produced and sold according to standardized modes, the cipher manager can be universal, and the key manager can provide public use services, thus the design scheme provided by the invention provides the convenience in use and also greatly lowers the cost in production, selling and use.
