The in-band positioning system comprises a management network element, a positioning center network element, and a positioning network element. The management network element is arranged in the communication network and is used for managing one or more positioning network elements, and providing a synchronous reference clock for the positioning network elements. The positioning center network element is arranged in the communication network and is used for providing position-estimating information for a terminal on the basis of the positional information of the positioning network elements, and sending the position-estimating information to the terminal. The positioning network element uses a frequency band the same as that of the communication network, and is used for generating, according to positioning signal auxiliary information, an in-band positioning signal for measuring distance, and adjusting the sending clock of the in-band positioning signal according to a difference value between a local transmitting clock and a synchronous reference clock provided by the management network element, and sending the in-band positioning signal according to the adjusted transmitting clock. The in-band positioning system solves a contradiction between positioning precision and cost of the communication network, improves a high-precision clock synchronization mechanism, and solves problems of low positioning precision and high laying cost of the communication network.
