The invention discloses a method, a device and a system for planning a vehicle speed according to a navigation path. The method comprises the following steps: 1, acquiring navigation road information from a start to a destination, the navigation road information comprising the navigation path, a traffic light signal and a road condition information; 2, acquiring a current driving state of a vehicle, the current driving state of the vehicle comprising current position information of the vehicle and a driving speed of the vehicle; 3, obtaining a fluctuating vehicle speed group according to the current driving state of the vehicle and the navigation road information; 4, obtaining time required by the whole path according to each vehicle speed in the fluctuating vehicle speed group, and determining the vehicle speed corresponding to the shortest driving time as an optimal vehicle speed; 5, judging whether the driving speed of the vehicle is adapted to the optimal vehicle speed or not, and if not, prompting a driver to regulate the vehicle speed. According to the method, the driver can be helped to finely adjust the vehicle speed when driving to avoid excessively long time for waiting at traffic lights to fulfill the aims of optimizing the driving experience and realizing green and low-carbon travel.
