According to the method, the livestock and poultry excrement is firstly fermented to generate the biogas, the generated biogas is used for power generation, and the biogas residues generated afterfermentation are used as a raw material for producing the organic fertilizer, so that the purpose of fully utilizing the livestock and poultry excrement is achieved.
