The preparation method comprises the following steps of: pretreating the tobacco waste; smashing tobacco waste raw materials into sawdust-like grains of 40 to 60 meshes; then adjusting the carbon-to-nitrogen ratio of the raw materials to 20 to 30:1 with grass peat or straw powder; and then adjusting the pH value to 6.5 to 7.5 with Ga(OH)2 and the water content to 40 to 50 weight percent. Due to the adoption of the biological organic fertilizer with the insect expelling function, nicotine in the raw materials can be preserved to the greatest extent, insect damage degree is lowered, the using amount and times of agricultural chemicals are reduced, the application of the agricultural chemicals is effectively reduced, and the production is environmentally friendly.
