And the system makes a difference between the state of the following vehicle and the real state of the pilot vehicle or the state of the observer according to a communication link state judgment result, and an error system is constructed. Then, based on a value function, a Hamiltonian and an HJB equation are derived, and an optimal control law is solved. And finally, an evaluation and execution neural network in reinforcement learning is utilized to respectively approach the value function and the control law, and an optimized optimal control law is obtained through iterative calculation and is output to the following vehicle.
