The invention provides a building-integrated electrode heating and heat storage device. The device comprises a boiler body which is directly combined with a building and used for containing a large amount of water. The boiler body is installed under the building and comprises an outer wall, a waterproof and thermal-insulating shell, a water inlet and a water outlet, wherein the water inlet and the water outlet are connected with a building heat supply pipeline system. A control device, a heating device, a water supplementing device and a water pump are arranged above the boiler body, wherein the heating device, the water supplementing device and the water pump are connected with the control device, the heating device comprises a heating electrode, and the water pump is installed in the building heat supply pipeline system. The device is combined with a small and medium-sized floor, free space in the underground part of the small and medium-sized floor is used as a heating and heat storage device body, heating is carried out in the floor directly, a part of heat is stored, and therefore heat loss is reduced; moreover, off-peak electricity is utilized, so that the device is economical; by the adoption of area dispersion type heat supply, the device is simple in structure, quiet and environmentally friendly.
