The invention relates to a system for capturing and preserving carbon dioxide with a low energy. Medium-high temperature flue gas generated by a coal-fired power plant is introduced into a heat recovery heat exchanger to release high-temperature waste heat and become low-temperature flue gas, the low-temperature flue gas is subjected to desulfurization and denitrification treatment, and then enters a compressor unit, the obtained compressed flue gas is cooled by indirect cooling heat regenerators, and then enters a gas-liquid separator to separate liquid carbon dioxide in the flue gas, carbondioxide removed high-pressure gas sequentially enters the cold sides of all-stage indirect-cooling heat regenerators and expansion units to do work, the gas obtained after the expansion work undergoesheat recovery by the heat recovery heat exchanger to reach a discharge temperature, and the obtained gas is conveyed into a chimney, and then is discharged to atmosphere. The system combines flue gascompression with expansion work recovery and the waste heat recovery of the heat regenerator, so the power is maximally saved; the system is combined with an energy storage and heat storage system toachieve peak regulation of the power plant, so the initial investment cost per unit is reduced; and the system also provides the cold source needed by low-temperature removal of carbon dioxide in order to reduce the power consumption, so the efficiency is increased.

An oxygen purification system is connected a preliminary separation oxygen enrichment system through an oxygen enrichment high-pressure buffer tank T6, an oxygen enrichment middle-pressure buffer tank T5 and an oxygen enrichment low-pressure buffer tank T4, and is connected with a gas drying and purifying system through a high-purity oxygen acceleration pipe and a drying and purifying tail gas recovering pipe. An oxygen enrichment tail gas of the oxygen purification system is partially recovered and used as a regeneration gas of the gas drying and purifying system, and the regeneration gas of the gas drying and purifying system is partially recovered and used as anair source. The gas drying and purifying system is connected with an air inlet buffer tank T1 through a compressed air purifying system and a compressor CP1. The air separation raw material components of the device are adjusted by controlling the suction volume of the clean air of the air inlet buffer tank, and the efficiency of purifying the oxygen is improved. A multi-level tail gas recovery technology, a gas compression work recovery technology and a multi-step pressure-equalizing and flow control technology are used for realizing the low energy consumption while the high-quality nitrogenand oxygen are generated, and effectively shortening the available machine time.
