The current transformer and the measurement mutual inductor are respectively coupled to a grounding wire of a communication cable shielding layer to be monitored. The shielding efficiency monitoring terminal couples an excitation voltage signal to the grounding wire through the current transformer. The measurement mutual inductor is used for receiving a corresponding response current signal, measuring the amplitude and the phase of the response current signal and further feeding the amplitude and the phase of the response current signal to the shielding efficiency monitoring terminal. The shielding efficiency monitoring terminal calculates the complex impedance of the cable shielding layer to the ground and uploads the complex impedance to the upper computer. The upper computer judges the change range of the complex impedance and determines that the cable shielding layer is aged, corroded or damaged in a non-open-circuit type if the change range of the complex impedance exceeds a set range.
