A fire retardant cellulose insulation material with enhanced smoldering performance and method for making such a material are provided. A method of making a fire retardant cellulose insulation product includes preparing a mixture of MgO and one or more magnesium salts; preparing a cured mixture by curing the mixture for at least 12 hours; preparing a limited hygroscopicity mixture by adding anticaking agents and additives to the cured mixture and grinding the resulting mixture into fine particles; and adding the limited hygroscopicity mixture to cellulosic fibers to form the fire retardant cellulose insulation product.
