A carbon fiber surface at the lapping position of the root of the pier body and the bearing platform is treated by steel plate battens, the steel bars are planted and the concrete is poured in the lapping length direction of surface carbon fibers of the bearing platform, wholeness of the pier in stress is improved, and the purpose of seismic reinforcement is achieved. The seismic reinforcement technique is simple in operational process, convenient in construction, small in occupied space and fine in reinforcement effect, and the additional load of the structure is not increased.
