The invention provides a hybrid drive waste heat utilization double-heat-pump system and a control method. The system comprises a hybrid drive gas heat pump system, a waste heat recycling water circulating system and an absorption type heat pump system. The hybrid power drive gas heat pump system comprises a gas engine, a motor, a stepless speed change device, a power coupling, an inverter, a lithium iron phosphate battery pack, a compressor, a four-way valve, the compressor and engagement and disengagement devices. By the adoption of the gas engine, in cooperation with the motor, after the power coupling stepless speed change, the compressor is driven to work, and the refrigeration/heating circulation of the heat pump system is achieved. After being recycled, low-grade high-temperature waste heat of an engine cylinder sleeve and exhaust is used as a power input source of the absorption type heat pump generator end, and separated supply of hot water and low-temperature water is achieved. By the adoption of the hybrid drive waste heat utilization double-heat-pump system and the control method, it can be guaranteed that the engine operates economically under different loads and the waste heat of the gas heat pump system is fully utilized, and the problem of the low waste heat utilization rate in summer is solved.
