The invention provides a warp elastic fabric and a weaving method thereof. The fabric is mainly weaved and finished by warp yarns and weft yarns through a weaving machine, wherein the warp yarns and the weft yarns are selected from at least one of cladded yarns of cotton yarns and spandex, covered yarns of the cotton yarns and the spandex, and the cotton yarns respectively; and the warp yarns select cotton covered yarns or cladded yarns of between C10S plus 70D and C40S plus 120D, and the warp yarns adopt cotton yarns of between C10S and C40S. The weaving method comprises the following steps: firstly, selecting raw materials of the warp yarns and the weft yarns, and using the cladded yarns of the cotton yarns and the spandex, the covered yarns of the cotton yarns and the spandex, and the cotton yarns as the warp yarns and the weft yarns; secondly, organizing and weaving the fabric by a method of plain weaving; and thirdly, finishing process of the fabric. The fabric is treated with slashing or without slashing according to different weaving machines, and is weaved by plain weaving through a single axis setting machinery or a double axis setting machinery. The fabric has stable warp elasticity with elasticity ratio reaching 100 to 250 percent and elastic recovery ratio over 95 percent, so that the fabric utilization rate is improved to over 95 percent from the prior utilization rate of about 70 percent, and qualified rate of the product reaches 98 percent so as to greatly reduce production cost and use cost.
