The surplus fall is the fall storage to increase water storage capacity in the reservoir. Few units are operated in the less-harvest season to reserve certain storage. The surplus fall cannot take part in electricity generation of the host engine, and the product of the surplus fall and the flow rate represents the surplus power which is lost on the adjusting valve along with the outflow of the water for electricity generation of the water turbine. The invention can change the history that the surplus fall cannot generate the electricity and recycles the power lost on the adjusting valve.
