Disclosed is a tie coat which is formed on a surface of a base or an undercoating film prior to formation of an organopolysiloxane-based antifouling coating film and is formed from a moisture-curing organopolysiloxane-based composition comprising (b1) organopolysiloxane having condensing functional groups at both ends of a molecule and/or (b2) a curing composition formed by subjecting the component (b1) and an extender pigment selected from the group consisting of silica, calcium carbonate, talc, mica, clay, kaolin and barium sulfate to contact treatment with heating or without heating. Also disclosed is a composite coating film wherein on a surface of the above tie coat is formed a finish coat formed from a three-pack type organopolysiloxane-based curing composition comprising (c1) a main agent comprising the component (b1), (c2) a curing agent component comprising tetraalkoxysilicate or its condensate and (c3) a curing accelerator component comprising a metallic compound. Further disclosed is a composite coating film wherein an epoxy-based sealer coat, the tie coat and the finish coat are formed in this order on a surface of an old antifouling coating film (G). There is provided by the invention a tie coat capable of forming a composite coating film having excellent interlaminar bond property. The composite coating film is favorably formed on a surface of a base, an undercoating film, an old antifouling coating film or the like, has excellent interlaminar bond strength and antifouling property and is preferably used for coating outer surfaces of ships, submerged parts of marine structures, water supply/drainage channels of atomic power plant, etc.

A chromate-free metal surface treating agent which is well adapted for use with a metal-coated steel material is provided. This agent provides excellent workability, adhesion, and corrosion resistance when used as a pretreatment before providing an overcoat, for example, by applying a coating composition. A steel material which has been treated with such surface treating agent, and a method for treating a metal surface with such surface treating agent, as well as a coated steel material having an overcoat formed on the surface treated steel material, and its production method are also provided. The metal surface treating agent contains a compound which contains all of the following structures (a) to (c): (a) a straight chain and/or branched organic polymer skeleton formed by carbon-carbon bond optionally containing nitrogen atom between the carbon-carbon bond; (b) a primary, secondary, or tertiary amino group; and (c) a silyl group having a hydrolyzable group and/or hydroxy group bonded by silicon-carbon bond in one molecule and/or its (partial) hydrolysis and condensation product as its critical component, and this critical component is dissolved in water and/or an organic solvent.

The lens comprises a substrate, and the inner surface and the outer surface of the substrate are provided with first films, second films, third films, fourth films and fifth films sequentially and symmetrically from inside to outside. The first films are titanium oxide layers, and the thickness ranges from 10 nm to 100 nm. The second films are silicon dioxide layers, and the thickness ranges from 50 nm to 100 nm. The third films are metal layers, and the thickness ranges from 5 nm to 20 nm. The fourth films are high-hardness layers, and the thickness ranges from 10 nm to 50 nm. The invention discloses a cathodic electrophoretic coating capable of improving the yellowing of an automobile sealant, and a preparation method and application thereof. According to the invention, polyisocyanate and an epoxy main chain undergo oxazolidonization, and a mixed structure of a tertiary-amine-grafted epoxy-terminated quaternary ammonium salt 4N structure or ketoimine-epoxy resin-amidated primary amine salt 1N structure and a thio compound-rafted epoxy-terminated thio salt 3S structure is introduced at the same time; since a mixed component composed of 3S+4N or 3S+1N is used as a main dispersion emulsion of cathodic electrophoretic color paste, the dispersibility and storage stability of the cathodic electrophoretic color paste are guaranteed; the number of amino groups in the cathodic electrophoretic coating is greatly reduced, so amine substances released by a cathodic electrophoretic film during high-temperature baking of an automobile is substantially reduced; and influence on yellowing reactivity of a plasticizer in the automobile sealant is greatly decreased, and the situation that automobiles are returned to factories and production lines for reworking and maintenance due to yellowing of the sealant with time is eliminated.
