The invention discloses a small short-cut nitrification and denitrification device for treating livestock and poultry breeding wastewater and a method. The method comprises the following steps: (1) the livestock and poultry breeding wastewater is pretreated during domestication, so that CODcr is lower than 2000 mg / L, and carbon to nitrogen ratio is not higher than 6.8; (2) domestication comprisesthree stages in sequence, in the first stage, dissolved oxygen is controlled at 2 mg / L during aeration, and aeration is performed for 8 hours and operates for 30 days; in the second stage, dissolved oxygen is adjusted at 1 mg / L, aeration is performed for 6 hours, mud is discharged once after operation for 30 days, and operation continues for another 30 days; (3) domestication and official operation are conducted at room temperature, during formal operation, aeration time can be automatically controlled according to change characteristics of dissolved oxygen, that is, when the dissolved oxygenjump point is monitored, aeration is stopped, and the aerobic nitrification procedure is terminated; and hypoxic agitation time can be automatically controlled according to pH change characteristics.With the operation method, biological treatment efficiency of nitrogen in the livestock and poultry breeding wastewater can be effectively improved, rapid start of short-cut nitrification of the livestock and poultry breeding wastewater at normal temperature is realized, and energy consumption caused by aeration and heating in other short-cut nitrification and denitrification processes is reduced.
