The system includes a hydrolysis acidification pool, a high-speed anaerobic reactor, an aeration tank and an outer circulation tank, wherein the hydrolysis acidification pool is communicated with a bottom water inlet of the high-speed anaerobic reactor through a water supply pipe; a water supply pump is arranged on the water supply pipe; a water distributor is arranged at the bottom of the high-speed anaerobic reactor and is communicated with the water inlet; a water outlet pipe is arranged at the upper part of the high-speed anaerobic reactor; the water outlet pipe is respectively communicated with the outer circulating tank and the aeration tank; a backflow control valve is arranged on the first shunt pipe; the outer circulating pool is communicated with a water inlet in the bottom of the high-speed anaerobic reactor through a return pipe; an outer circulatingpump, an electromagnetic flowmeter and a check valve are sequentially arranged on the return pipe; and the outer circulating pool is communicated with a steam pipe. According to the present invention, the pretreatment is performed through the external circulation, such that the starting risk caused by the sudden starting is avoided, the time and the cost are saved, and the buffer capacity, the sewage treatment efficiency and the system stability of the high-speed anaerobic reactor are good.
