According to the method and apparatus disclosed by the present invention, through aeration and stirring which are carried out alternately, nitrification-denitrification and phosphorus release-polyphosphate are realized in the same tank; a mud-water internal circulation pump is not required; the method is simple; organic carbon can be fully used; nitrogen and phosphorous removal efficiency is high; intermittent aeration is adopted to improve aeration efficiency and reduce aeration energy consumption; nitrate is fully used as an electron acceptor, so that system oxygen demand is reduced, and treatment power consumption is low; the quality of yielded water is stable, and ammonia nitrogen and phosphate are not accumulated; and by the gas stripping effect generated with the aid of aeration, sludge reflux is realized, so that a sludge reflux pump is not needed; and a reflux flow of the sludge is large, so that a system can maintain a higher sludge concentration, and the volume of a reactor is reduced.
